I suggest when you go to extreme cold places with -35-50 degrees you buy Long waterproof jackets from US with fur like hood or leather special coats after wearing 2 layers of thermal,clothes, sweater and then put coat. Those coats, long boots will cost 3k/4k/5k.which will be useful for any journey. If you buy once it will be there for your other countries also
